Communications Plan & Case Study Downtown of Paid Parking

Paid Parking Case StudyIn late 2009 the City of Bloomington started to seriously consider charging for downtown street parking, which had previously been free. As you can imagine, this proposal was viewed negatively by most stakeholders, including downtown businesses, downtown workers, students and year-round residents.

This communications plan and case study was completed in spring of 2013, right before the final stages of the paid parking plan went into effect.
